Follow up on "Shelter in Place" laws.

OK - I've been informed that these "Shelter in Place" laws were originally enacted to help the citizens of the US in case it was attacked by a foreign power. Most of those laws date back to World War Two. Who knows how well they would have worked if the bombs started falling? Bruce
